Completely agree that this should be the default behaviour in that Dll's should expressly be denied loading from a remote location.
A design decision equally stupid as allowing autoexec from portable media.
Next MS will be touting no locks on your car when you park it in the Bronx as a great usability feature just in case you forget your keys.
