Id say first just because the govt is so heavily pushing Linux.

They had built 30,000 computer labs last time I checked and were going to get to 50,000 labs to serve their 50 MILLION students. Those computers run Linux, or to be precise a Brazilian Ministry of Education distro called Linux Educacional using the KDE desktop.
50 MILLION students running Linux. Thats simply stunning numbers.
Throw in the heavy support the govt gives to events like FISL - F?rum Internacional de Software Livre (with 8 to 10000 participants) and Brazil is heavlly into FLOSS.
We can debate about developers and such and companies being more indicative of which country is more advanced but FLOSS is an integral part of govt strategies in Brazil. Throw in how many kids will be using LInux throughout the education and the effect is more palpable in Brazil.

Brazil is a FLOSS using country.
The US is a country where there is FLOSS.

I give Brazil the nod.
