As a resident of Brazil for the last 8 years, I can tell you that the economy is improving but the technology sector is lagging far behind. I live in Jo?o Pessoa, a city of about 1,000,000 people and have not been able to find even common computer parts. There are man computer stores here but the selection is limited and expensive. At this time, there is not computer manufacturing facility in Brazil. All parts must be imported and assembled here. With the 60% import duty, smuggling in electronics is a major industry. It's been estimated that 50% of all computers, even those in commercial use, are smuggled in.
