From the Apple Store web site:
Mac requirements:

- iTunes 10 or later
- Broadband Internet access is required; fees may apply
PC Requirements:
- PC with USB 2.0 port
- Windows 7, Windows Vista, or Windows XP Home or Professional with Service Pack 3 or later
- iTunes 10 or later
- Broadband Internet access is required; fees may apply
So PC users can get along fine with Windows XP, but Mac users can't use Tiger.
I have a G4 Mac Mini in my living room running Tiger. All I use it for is checking email, watching movies, and MANAGING MY MUSIC AND MY IPOD WITH ITUNES.
I cannot imagine any technological reason why something as simple as managing your music and your iPod should require a complete OS upgrade.
F***ing Apple does it again...
