their motive is probably more in line with not wanting to support their OS, when there are more than two versions of hardware. MS probably spends millions of dollars every year, supporting systems that are having hardware driver problems.
This is also obvious in apple's iPhone and iPod practices of prohibiting software that hasn't been blessed by them.
