I'm not surprised. Development for Windows Phone 7 is a breeze compared to other Smartphones. Anyone who has done some Visual Studio development (which is almost everyone) will hit the ground running. Quality will vary of course, but at least we won't have to worry about memory leaks or most of the common security flaws.
