First off, there isn't a "Wifi connection issue", the issue is with the Wifi routers...all of them.
Second, look how many viruses there are for Windows...now tell me how many there are for iPads. So, no, the issue isn't with the iPad.
Third, look at Apple's stock price. Obviously the problem is not with the iPad.
