Google knows it is not done yet and probably has allot of holes that they need to fill. They are basically bowing to pressure from the OEMs to release something.

On the other hand, if you follow the advice of Guy Kawasaki from Rules For Revolutionaries, it is ok to ship an imperfect product as long you update it early and often. He used the original Mac and later Windows as an example of how this strategy can be successful. In the case of Windows, MS launched a vastly inferior product but ended up winning the market because of frequent updates.
