Crime and punishment: If you break into my house, take my silverware, leave fingerprints and get caught, heavy jailtime.
If you break into my computer, implant a zombie, steal my identity and rape my bank account and credit cards for thousands-- why not? Do it cleverly and often, and you can retire to the Bahamas with millions, and very little worry.
There seems to be no concerted effort on the part of law enforcement at any level to catch and punish the evildoers. Can't remember the last time I read of a hacker being whacked. When I read about the spread of bad stuff via internet, you IT guys invariably shrug it off as due to the non-savvy people who don't know how to avoid the poison pills, and impossible to prosecute because it originates in Albania, or China, or the Ukraine, or Iran.
I hate complainers who offer no ideas, so, here's my solution to the problem: Big reward money to good guy hackers for busting a malware ring. Anyone at the FBI listening? Helloooo?
