Making RDC As Secure as possible

Can anyone suggest the best way to make RDC secure to a web server?

Is having strong logins at both a VPN gateway and the server the best option?

Or is dedicated IPs are the best solution how can you do that if you are roaming?...e.g. Using mobile devices to connect.
