San Jose, California-based Cadence Design Systems will open a chip design training centre for engineers in Livingston in what Scottish development bodies hope will be a rival to Silicon Glen, the area of Scotland that accounts for manufacturing a huge number of Europe's PCs.

The deal is expected to have a formal announcement on Wednesday.
