Is this LED hotel a thing of beauty or frivolity?

My brother lives in Abu Dhabi right now, where he works for one of the major infrastructure contractors (building bridges and such). So this Fast Company article about a new hotel with an LED facade caught my eye.

Their question: Is this a play to energy efficiency or is it just an example of the excess spending that got neighboring Dubai into so much financial trouble? My question: How good are the interior blinds when I want to sleep?
