The number of cellphone subscribers nationwide hit a high of 32.3 mil in October, up from 30.8 mil in September, according to research released this week by J'son & Partners, a consultant group in Moscow. J'son said that in October, 22.3% of the population had subscribed to a cellular service provider, from 21.2% in September. Moscow leads with 62.4% of the population signed up, followed by St. Petersburg, with 49.6%.
