More cash for clunkers

Congress has now passed a bill that adds two billion more dollars to the federal cash for clunkers program. At an average of $4,000 discount per car, that's another half million cars sold. That could mean up to 4% or more added onto expected new cars sales in the U.S. this year. Too bad none of them will be Volts or other plug-ins.
