China to issue virtual telco licenses

China will distribute the first set of virtual telco licenses by end-2013, allowing companies to resell telecommunication services running on the infrastructure of the country's three main carriers.

China will issue its first virtual telco licenses within the week, allowing companies to resell telecommunication services running on the infrastructure of the country's three main carriers.

"Ten private enterprises have applied to provide telecom resale services as of today," Miao Wei, head of the Ministry of Industry and IT, said in a China Daily report. "We are also working on policies that will allow private companies to tap into the nation's basic telecommunications sector."

China's three biggest telcos--China MobileChina Unicom Hong Kong, and China Telecom--have signed 47 contracts with privately owned companies to offer value-added services to mobile subscribers, the ministry said. 

The Chinese government in May said it was running a pilot program enabling private organisations to lease infrastructure services from the three carriers to provide various mobile communications services including mobile voice calls, text messages, and data. 

According to the states from the ministry, China has the world's largest mobile subscriber base at 1.15 billion users.
