On 30 November, Rocca was reshuffled from his position as group managing director to the acting position. Telecommunications publication CommsDay revealed his permanent appointment to the role in its morning newsletter today.

Rocca had been responsible for the finishing touches to Telstra's $5 billion transformation program, which included Next IP and Next G, after former COO Greg Winn departed in January 2009.

"We have more in the pipeline and an integrated Telstra Operations is well placed to deliver innovative, next-generation products and services across smart, integrated networks with first-class IT," Rocca said in an announcement to the company's staff.

Since Winn's departure, no COO had been appointed until the November reshuffle by Telstra CEO David Thodey.
