Penny-pinching California cuts off cell phones; What's next?

The newly-elected governor wants to cut wasteful state spending and has starting by calling for the shut-off of half of the state-issued cell phones, some 48,000 devices, by June 1. Gov. Jerry Brown, who will also be returning his own state-issued phone, said that the move will save the financially-strapped state $20 million. In a statement, Brown said:

It is difficult for me to believe that 40 percent of all state employees must be equipped with tax-payer-funded cell phones. The current number of phones out there is astounding.

Of course, that push to cut the number in half by mid-year could be slowed if devices are still under contract. In those cases, an early termination fee may be a greater expense to the state than just keeping the device.

State workers interviewed by the Los Angeles Times, the San Francisco Chronicle and other news outlets applauded the governor’s move, saying that keep state workers employed is more important than providing them with cell phones.

The cell phone savings is being viewed as just a drop in the budget when it comes to cutting through the state’s deficit. But the move is symbolic because it shows that the governor is serious about trimming waste before turning to voters to ask for more tax dollars.

That leads to the next question. If Brown - considered to be not the most tech-savvy politician - slashes some tech to save money, will he also find opportunities to use technology to streamline some state business and increase efficiencies?

The state is already moving its email system to the cloud as a money-saving move that turned controversial when Google argued that the contract was designed for a Microsoft win. The question that state leaders need to ponder next is how they can continue to use technology to discover even more savings.

The CA govt spends more than it takes in, and has made commitments (union pay & benefits) that it cannot keep.

People everywhere think they can use govt to get something for nothing (or very low cost). But reality asserts itself anyways...and now its time to pay the price.

@otaddy the problem's a revenue problem not a spending problem. decades of deindustrialization got rid of the plentiful high paying jobs. where is the revenue going to come from when there are no jobs? they patched the hole with one financial bubble after another, but as we clearly see now, financial bubbles do not create wealth, they create fallout, which is what we're experiencing now!

it's not too late, we can undo the bailouts, let wallstreet eat the mess they made, and put those trillions of bailout dollars in the physical economy and this mess will be over and done with. there's no reason why we must continue to play by their rules and let them be the masters of our economy. solve the jobs problem with investment in long term projects. solve the jobs problem and you solve the revenue problem. this budget cutting behavior is a publicity stunt and is not going to do anything. it's his excuse to keep avoiding the real problem which is dealing with wall street.

@damasterwc@, since the '90s, state spending per-capita has gone up 39%. That was not sustainable even if the dot-com era had never come to an end.

During the 20th century, spending increased by $1.15 for every $1 increase in revenue....if that's not an indication of a spending problem I don't know what is...

At any rate, if I, as a private citizen, were to spend thousandss of dollars I don't have and argue 'the problem isn't that I am spending too much, the problem is my job doesn't pay me enough' how would fidn that explanation credible?
Spending is the problem, and the lack of revenue to government is one of the symptoms of overspending by government.

When government grows and overspends, the private sector suffers with increased taxes, and with increased taxes, businesses will either shrink or move to more friendly and less taxing environments. With fewer businesses and with smaller businesses because of necessitated cuts, you also end up with fewer workers, thus, an even smaller tax base. Thus, less revenue from taxes because of a smaller tax base.

People need to understand the causes and effects. Otherwise, the problems will just keep getting bigger.

One aspect you are so right on - Cali has had a decrease in the number of hi-end jobs year preceding Schwarz..... With proposed budgets depending on those non-existent jobs and revenue from them.
Schwarz.... came in and was unable to change much.
Brown is in and while we hear a lot don't expect to see any big ticket items....

The Federal Government, all states, and local governments should consider this. And shoot for shutting off 75% of the phones.

I worked for a government office and was in on a weekend. There was a problem in the building. The facilities folks (about 6) had the numbers of their government provided cell phones posted. Do you think any of them answered?! If they only answered phones 9 to 5 M-F, they could use the phones at their desk and save the cost of a cell phone that was never used.

@7mgte Was the issue something major or was it that you were cold/ hot? Most government buildings are automated and are very strictly regulated - there are certain times when the AC is on and the heat is on and if people are too cold or too hot they pretty much have to suck it up.

Now if it was an issue with flooding, fire, or something that is major and they did not answer then that is a different story. Also Building Engineers/ Maintenance people work on an on-call schedule so if you didn't call the on-call person I can understand why they didn't answer. And there ARE protocols to be followed when attempting to reach the on-call person - did you follow them?

@athynz You hit the nail on the head about calling the correct person on-call (If I had a dime for every time that happened to me) but they have to answer the phone to know what the problem is.
@athynz WELL, how would the facilities people know if it is an emergency or not... they didn't answer. How would they know if proper protocol was followed, they DIDn"T answer their cell... Anything else to blow smoke with? I've seen situations that 7mtge witnessed. They need to go back to cheap walkie talkie.. imo

Considering my background in building engineering I'm calling you out on the whole smoke blowing thing. With most places the proper protocol is to let the on site security people know there is an issue - and they know if something is an emergency (i.e. something flooding, on fire, electrical arcs, etc.) vs non emergency (i.e. someone is too cold, too hot after hours, a sink won't run, or a toilet won't flush) and then THEY contact the on call building engineer (or facilities person depending on what they are called) and then the on call person comes in to fix the issue. And security determines what is or is not an emergency from a list of possible scenarios devised by property managers and/ or chief engineers.

But if they did NOT come it, that's not an issue with a state-issued cell phone but them being lazy. Two different issues.

@7mgte Absolutely, they should shut down all state funded phones and severely limit personal cell phone reimbursements. Now that almost everyone has a personal phone with either free in-network calling or unlimited minutes in a given calling area...it just isn't necessary. A cell phone has become a standard tool for getting by, like a car, glasses, or food. While some may expense off lunch, have a company car, or get subsidized gas...this is the exception and not the rule. Most of us expect the drive to work, make the lunch run to McDonald's, and fill the tank out of pocket, cell phones are no different.

The problem with gov't cell phones is that the people who need them are the people who don't get them. All of our upper-level and mid-level management people have blackberries. The technical personnel who actually might need to be contacted after hours don't rate one. I spend 75% of my day away from my desk going between several buildings where a cell phone would be handy. I can't use a personal one because it's a secure facility, so I just have to make do while my supervisor who rarely moves from his desk has TWO gov't issued phones.

California voted to send themselves right over the cliff when they elected Brown.

Unfortunately it's the more responsible States who will inevitably be forced to bail out the insane State of California.

California does NOT need the other states to bail us out. More than likely we have been bailing you out through federal taxes for years.

Actually, some states already are--consider that a good portion of the rehabilitation and widening of Interstate 15 in California between Victorville and the Nevada state line has been and is currently partially funded by the state of Nevada. Granted, Nevada has a good reason to invest in California's infrastructure--tourist dollars in Las Vegas--but other states may also feel that it is in their best interests to do so as well.
about the true fiscal situation in California.

But, if you're part of the tax paying people there, then, I don't pity you one bit.

@CitizenX What makes you think that anothr choice for governor would be better? Meg would have cut the same as Brown, hopefully, as part of her mantra of cutting state gov. I hope that Brown has grown up and it seems that he will follow through on his promises to get the state on a more even financial keel. At least his plan will get us closer to stability now for something that has ben brewing for 10 - 20 years of overspending.

Before the California election I did not care for either of our choices for governor. However, so far Brown seems not to be towing the party line but instead finding inventive ways to fix the state budget. Yes he is asking for tax increases, but he also is proposing a lot of cost-cutting (and all the experts say BOTH are required). The $20M saved by getting rid of some state employee cell phones won't amount to much by itself, but combined with many other SMALL cost-cutting measures it will add up to some real savings for the state. Good for him for really trying to fix the economy.
He's starting out with simple cost cutting measures and things that are being highly publicized, but, he's not tackling the real problems which plague California, and that's high taxation, heavy government regulations against businesses, and big spending and a large government worker staff and large and costly benefits and heavy union intrusion into everything that government should be in charge of.

Within in a few months, it should become abundantly clear that Brown is just another liberal governor without the clear leadership to bring the government under control and the leadership to bring the California economy into economic soundness.

Let's face it: The problem with California is more to do with the people who continue to "do the same thing over and over again with the hope of a different outcome". It's the definition of insanity.

No more calls for work when I'm out and I can have what ever cell phone I want. They issued me a this cheap piece of junk cell phone. If wanted an i-phone I'd have carry two cell phones as they won't pay for i-phone even if I buy it.
@voska1 I'm thinking this is why the state employee they interviewed is more than happy to give back their cell phone. It would be wonderful to cut the work cord so you could actually be free from call-backs and emergencies.

You are right on the money. A state issued cell like a car is a status symbol we can't afford. Texas is also broke but we are paying out nose for a rental home for our governor.

No, it is NOT a status symbol, to be blunt. It is a necessity to keep the wear and tear on a person's personal vehicle, when they are driving around doing things for the state, from adding up and taking extreme amounts of money out of the pocket of the government worker in question.

Now, if they said that the state would pay for any maintenance and repairs on a personally owned vehicle used to do state business... THEN, I would support not having government issued cars.

You can still get then and they are dirt cheap and reliable for those not willing to buy their own cell phone. I need a cell phone to take call for my job and I am on my own getting it.

You bring up a different situation. If a company has decided trading in land lines for cheaper cell phones then that's the companies business. Handing them out as a fringe benefit is a different story.

Government Contracts and ETF's

ETF's are almost always waived with big government contracts, so paying ETF's will not be a concern

The bigger concern will be if these people use the phone for their job, will their job now be harder?

...when cellular phones were a luxury item. Matter of fact, that was the case in the 1970s and 1980s when Mr. Brown was governor the first time.

He might relent with certain employees that actually need them to do their jobs, but I'm guessing that they'd be a small minority of state employees (inspectors and the like) and that none of them will be elected officials.

Don't be too sure about that. I know quite a few government offices that don't have regular 'land-lines' anymore but have gone totally to cell phones because it is cheaper than having a dozen land-lines.

...unless a really good case can be made that the state-issued cell phones actually save the state money (which I doubt... this is really a convenience). This is typical Jerry Brown behavior and the savings may be modest, but I think this is an "every little bit helps" sort of situation.

There so much wasted resources and wasted money on things that makes me think, "DO WE REALLY NEED THIS?" Who really needs Cell phones at work or after work huh? Medical, and Law Enforcement Services sure thing. Office clerk or someone that doesn't have immediate or critical decision making abilities shouldn't have a cell phone.
Member the days when we didn't have cell phones? Call me in the morning.

Now if we could get rid of the waste we see on TV like those crappy ads for crap. Do we really need that crap? Wasted resources!

What if that person's boss has to call them? What if they don't have landlines in the office anymore (many government offices do not anymore)?
Need I keep on going with situations where you would need a cell phone?

Then I learned it was for state employees. When it was covered by my local station it was presented as though it was ALL of the cell phones being pushed to low income people as being "free - with all the features you need like voice mail, call waiting, ect!". Of course, to get one you have to already be receiving some sort of government payout, such as free school lunch or somesuch. Do they do that in California? Maybe turning off all those entitlement cell phones would save a buck or two...
@DAUnderwood California could save far more money if they cut off all the paid services for non-US citizens. During the 10 years I lived in california I had to get public assistance twice. Both times I waited in line behind hordes of illegals who were getting food stamps, cashaid, section 8 housing and free insurance. There was even a nice little yellow sign on the front door "We are not allowed to ask your immigration status".

I also saw those cell phone plans going around. It seemed like a crock to me as most of the people who were being offered one are the same people who dont need one.

I applaud Brown for at least doing something. Arnold did what he could and now Brown can continue.

Not just California but ALL states and the Federal Government would see substantial savings if they cut benefits for illegal immigrants... benefits that IMHO they should not be getting at all.

Bullplop. As I have said before, in most states illegals are NOT ALLOWED TO GET STATE SERVICES! You are talking about things that their CHILDREN get or that the parents get as a tangent to their American-born, citizen-children getting.

I have to give props to Gov Brown for finding ways to cut spending - and for practicing what he preaches by giving up his state issued cell phone as well... although I would think in his position that it would be more of a necessity than a luxury especially when he is travelling. People who's jobs tie them to a desk should have no need of a cell phone provided and service paid for by the state.

If he does this along with cutting benefits for illegal immigrants California should see a very substantial savings - as will ALL states.

Good call. There a lot of other expenses that can be cut as well, but this is one piece of the puzzle. I hate it when there's always "bigger fish to fry". That's called ignoring problems. As with many thigns in life there's no magic bullet to cure the problem, and this is a good start.

As others have said though, those who need cell phones to best do their job will likely have theirs taken away. Welcome to the yuppie culture where a cell phone is a status symbol and not a tool.
