Dear Phil
Iam not sure,this could be is very old picture. Due to the private service providers and Optical fibre network along with mobile penetration the stability of network and telephone system is must better and up time is exceeding 99 %. I never found my office or home telephone dead in last 5 years.

mails? This is an ages old pic featuring in a much
forwarded email. And BTW, those are electricity wires,
not phone wires!

that's more important than how old? also whether phone or electric it is a security riak of fire - like to see a SAS 70 report on that facility.

Not just in India, I have been to facilities in E. Europe (open entry to server room), Germany (in a cellar - flood threat) US (server rooms with rats) and elsewhere in world.

Phil is correct - you expect outsourcers to reduce not increase risk
