A special iPhone formatted page is presented in iPhone Safari when in range of one of the hotspots and it asks for a AT&T mobile phone number, which after authentication, access is granted.
The service isn't yet available at all AT&T WiFi hotspots but it's expected to be soon.
Chime in in the TalkBack below if you've had a chance to test it in your area.
