	Management	Cost	Applications
Chicken	Vendors can't flush out management bugs until pilots identify issues	Vendors demand high prices because of low sales volumes	Vendors hesitate to integrate PKI due to lack of standards, cost
Egg	Users won't proceed with pilots until PKI management improves	Users balk at anything other than pilot projects because of high per-certificate prices	Users want application support before launching PKI
